Tōkyō absolutely, especially in places like Kabukichō in Shinjuku, or Shibuya or Ikebukuro near the train stations, or all of Akihabara. When there's a whole street of eight-story buildings, and every building has bars and restaurants on every floor, and every floor has neon signs advertising the establishments...

It was weird going to some of those places during the day. They seemed dim in comparison even with the sun out.

Singapore I didn't get the same feeling, but part of that is because I spent a lot of the evenings near the ocean, so there was always a huge patch of darkness nearby that muted the effect. If I had been more into clubbing or wanted to find a bar rather than go for walks along the harbor, maybe things would be different.
