My mother has that same kind of hair, and keeps it shorter for much the same reason! I ended up kind of midway between that and my father's hair.
If my hair is neck-length, it does this awful outward curl and looks like whatever that popular 60s women's hairstyle is called (Google tells me "flipped bob"). I had to suffer through that to get to the point where my hair had enough of its own weight to hang down, but it's been long for twenty years now, so it's easy for me to be cavalier about it.
