Yeah, if there's no Masquerade, it kind of implicitly sets things up to escalate. Humans hunt vampires, eventually some vampire uses vampire superpowers on live TV while fighting off hunters or while striking back against humans, or just because they figure hiding is futile. Then the secret becomes general knowledge, panic grows, and war breaks out between humans and vampires. Then either humans win and wipe out the vampires, or the vampires win and subjugate the humans.

I mean, that sounds like a great premise for a game, but I feel like it shouldn't be the default one.
